Context:
Primorac is advocating here for pulling funding from U.N. Humanitarian missions and giving it to “local, faith-based organizations” on the ground (he cites misuse of funds as a reason). Because faith-based organizations never misuse money, and diverting large amounts of funding to organizations with no federal oversight wouldn’t be a terrible idea. /sarcasm
